The certainty drained from Vance’s face. He stepped out and showed the credential to Miller, whose face went pale immediately: “State Office of Professional Standards… Senior Investigator Victoria…”
Victoria explained that a blue folder in her sedan held copies of citizen complaints filed against officers working Route Nine over the previous six months. The easy target Vance and Miller thought they had found was in fact the senior investigator sent to expose them. Vance reluctantly unlocked her restraints and returned her identification, while Miller panicked and admitted he was only following Vance’s orders.
At the sheriff’s department, Victoria asked to see the official Route Nine logbook. The patrol entries covering the time of her detention were completely empty—her stop had never happened on paper. Vance then crushed the memory card from her dashcam to destroy evidence, unaware the audio was already saved on state servers.
Over the next few days, Victoria worked with Director Marcus and courthouse clerk Clara, uncovering fifty-two dismissed cases involving out-of-town drivers forced to pay cash to avoid jail. Sheriff Thomas personally oversaw the operation and authorized the dismissals.
Realizing the net was closing in, Miller gave a full confession, directly implicating Sheriff Thomas and Vance in the extortion scheme. State vehicles soon surrounded the department with search warrants. Vance was convicted for his crimes, Sheriff Thomas was forced to resign in disgrace, and the corrupt system on Route Nine was permanently dismantled.
Months later, Victoria was promoted to Senior Administrative Director. When Marcus noted the entire investigation exploded because Vance stopped the wrong car, Victoria replied: “It changed because he had stopped too many people before me and believed none of them mattered.”
